As I recall from reviews of the book, the author concluded "not yet".
It's open to interpretation just how much worse things are, and how much more aware we are aware of bad things that were there all along. That the machinations are now more out in the open, and sped up, may give us the opportunity needed to turn the ship around before it too is dashed on the rocks.
The moral condition when that was written? Or the more deplorable state we are in now?
On my list of books to read sooner rather than later is 2007's "Are We Rome?: The Fall of an Empire and the Fate of America" by Cullen Murph.
